This report describes incremental activities and costs associated with fire salvage harvesting. The report also describes manufacturing and marketing issues associated with manufacturing wood products from fire salvage timber. Incremental costs and lost opportunity costs related to manufacturing wood products from fire salvage timber are provided. In most cases incremental manufacturing costs and opportunity losses are specific to particular mills because of the equipment and processes in place at those mills and because acceptance of products and co-products from those mills is a function of their customers’ requirements. Where possible, a range of values representing incremental manufacturing costs and revenue opportunity losses is provided. Where a particular company’s incremental costs fall within that range is a function of the characteristics of their harvest contracting workforce, the amount of time that passes between tree death and milling, whether sawmills are able to sell their chips, and what investments or additional operating costs are required to mill the timber and produce clean chips.
